Spend 50-(P+T+I) weeks, where P is your level in the Parent skill, T is your level in [Thread Weaving] and I is the number of times you have improvised it usefully onscreen, to develop a new [Talent]. You can't develop a [Talent] unless you meet all the prerequisites first. It doesn't count for [Advancement] until it's done. See also [Improvising Talents]

Note that P and T include stats -- so they should both be about in the 15 range if you want to make a habit of [Formalizing Talents].

Possibly Humans shouldn't need all the prerequisites? Perhaps Humans should take half as long to formalize Talents?
